My control panel is missing, How do I get it back?

it says : Restriction: This operation has been cancelled due to restrictions in effect on this computer, Please contact your system administrator.

Yes I am the only one who uses this computer and go on the same web sites since I got the computer. Control panel has been missing for about 3 days and I can't click onto internet properties either.

Another popup also says: Warning! Potential Spyware Operation!

Your computer is making unauthorized copies of your system and Internet files. Run full scan now to pervent any unathorised access to your files! Click yes to download spyware remover...

I have already tried rebooting in safe mode, Spyware removal%26#123;%26#123;anti spyware%26#125; ,Antivirus. I tried to add Norton Antivirus 2007 but I have to remove my old version and can't because I can't add/remove software. Is there a way to make my computer like new without losing the factory installed software?
